QMB (Qualified medicare Beneficiary Program) was initiated to help all aged seniors, living at an income at or below the poverty level with no health insurance. Many are sick or disabled and lack medical care because they cannot afford to pay premiums, co-insurance, or a deductible under Medicare Part A plan.

Qualify to get onto the QMB program by being eligible for Part A of Medicare. Eligibility will depend on whether you are already enrolled in Medicare, have a work history of a least 10 years and had medical health Insurance deducted from your salary. In lieu of that, you must have worked for the Railroad, or been on Social Security.
Meet the poverty income level as set each April 1st. If it should be determined (after investigation), that you do meet the eligibility requirements, you will be signed up for Medicaid QMB, enjoying full health coverage with the Government paying all costs, including any deductibles and co-payments.
Become a member of ''Part A'' Medicare. Those who are not members, or have never applied, will be required to join (conditionally) anytime by paying the premiums now, until actually joining the program on April 1st. At that time, you will become a member of QMB, Medicaid, and will not be responsible for paying for premiums, deductibles or co-payments as long as you qualify.
Apply for QMB by writing the State Department of Social Services in the State where you reside. As an alternative you can apply over the telephone by phoning the local office. The sooner they get the information to verify your ability to join, the sooner you will be covered under the QMB Medicaid Health Plan.
